Joint Statement by FinMobility and MTK Highlighting Biogas as a Key EU Policy Solution

FinMobility and MTK have issued a joint position paper calling for a stronger role for biogas in the European Union’s bioeconomy and energy policy framework. At a time of heightened geopolitical uncertainty, the need to strengthen Europe’s energy autonomy while accelerating emission reductions has become more urgent than ever. Biogas offers a concrete, scalable, and cost-effective solution to advance climate objectives, energy security, and regional resilience across Europe.
In Finland, this model is based on decentralised biogas production from agricultural feedstocks, industrial side streams and municipal bio-waste. The energy produced is utilised locally in transport, machinery and combined heat and power production, while nutrients are recycled back into agriculture. This circular approach simultaneously reduces emissions, strengthens security of supply, and supports rural economies – making it a cornerstone of a resilient European bioeconomy.
Pasi Moisio, CEO of FinMobility, states:

The organisations emphasise that while the EU’s updated bioeconomy strategy acknowledges the potential of biogas, implementation must provide clear and predictable signals that secure the role of biogas, biomethane and other renewable fuels in European markets, ensuring that investments flow into solutions that enhance both climate action and energy independence.
Hanna Leiponen-Syyrakki, Director at MTK Brussels office, adds:
“Biogas plays a key role in achieving the EU’s climate and energy targets. Finland’s experience shows that a model integrating energy production, nutrient recycling and rural development can be successfully replicated across Member States.”
FinMobility and MTK underline that biogas and other renewable fuels must be treated as equal contributors to the EU’s emission reduction targets alongside other clean technologies. A technology-neutral approach and stable, predictable regulation are essential to unlock investments, strengthen the European bioeconomy, and ensure that the transition to climate neutrality also reinforces Europe’s strategic autonomy.
